Next-gen issues should have the toolbar always displayed on screen while the description is being edited

      Problem Definition

      The issue is that my team quite often write long descriptions and using the Jira Cloud next-gen software, we are now having to scroll to the top of our descriptions each time we want to add a new image into the body.

      In the previous version of Jira, the toolbar was a sticky bar that would scroll with the page which would prevent this being an issue.

      Suggested Solution

      Allow the toolbar to flex in display so that it stays with the user when they write very long comments

      Why this is important

      It can save users a lot of unnecessary scrolling when it comes to next-gen issues.

      Workaround

      Once the issue is created, you can type /image in order to bring up this media attachment directly.

            This has been fixed. We are out to ~50% of customers at this point and had to pause rollout due to an incident in another part of the code. We will continue rolling out ASAP!

            Absolutely agree with Anita, please, bring back the toolbar on scroll and put it in the right place for good.

            For us it is also very user unfriendly, to have this toolbar not always available.

            Continuously the user needs to scroll up and down.

            Again a big loss of functionality with the new editor.
