Ability to disable the "Welcome to Jira" purple pop-up

      Problem

      When a user is added to the instance, on their first login, they must pass through the "Welcome to Jira" purple pop-up before start using Jira.

      Suggested resolution

      Have the ability to disable this "Welcome to Jira" purple pop-up to all new users.

      The workaround is to use the Skip question button.
