Description
Issue Summary
Using CSV import of issues with usernames or e-mails on those issues, the import completes but fails to import users if they were specified by email.
Steps to Reproduce
- Create a CSV file with at least two fields, Reporter and Summary;
- Fill the reporter field with a user e-mail;
Expected Results
The import succeeds.
Actual Results
The import succeeds with errors such as:
- Cannot remove 'USE' permissions for user X
- Cannot create user x@y.com: User X with status InactiveDueToLicenseRolesEnabled was not found after creating them.
