Create issue screen uses the old editor (markup) despite of the new issue view being on

Environment

Jira Cloud, new issue view

Steps to Reproduce

1. Make sure new issue view is on
2. Attempt to create an issue

Expected Results

WYSIWYG editor should be shown

Actual Results

The old markup editor is used

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
