Problem definition

Currently a bulk/CSV import operation in JIRA web app spams user with push notifications in mobile app and notifications inside Jira. For example if user is watcher in hundreds of issues and those issues are bulk updated, the user receives hundreds of push notifications in the mobile app, assuming watcher push notification is enabled in mobile app.

In situations when CSV import is performed for updating the assignee or reporter for multiple issues, the users receive notifications.

Suggested resolution

Implement the ability to disable push notifications in JIRA mobile app-/notification center- for bulk/CSV import operation in JIRA.

NOTE: In-App notifications are owned by a different team/component not relying on any push notification infrastructure, so it needs to be another ticket with the corresponding component associated.
