Date and Date time custom field inconsistent (respect different time setting)

Issue Summary

The Date and Date time custom field work inconsistently as they respect different application time zone setting. Date field types respect UTC time zone setting while the Date time field type respect the user profile settings.

Environment

Jira cloud

Steps to Reproduce

1. Create two custom fields of type Date and Date time
2. Go to profile setting
3. Change time zone to Sydney (could be any zone)
4. Now set a date on both fields created above (This has to be done before 10 am Sydney time).

Expected Results

Both fields have the same date configured

Actual Results

The Date field is set behind the Date time field because it uses UTC

Workaround

Use only the Date time field to avoid inconsistency.
