Problem Statement
User that "Has access on site"-only (deactivated user) isn't able to send email to create issues or comments to project with permission Group(Anyone)
Steps to Replicate
- Invite a user through User Management
- Enable "Has access on site" only without giving the application access to any Jira product.
- Create a project and grant "Create Issue": Group (Anyone, including non-registered and anonymous users)
- Set Incoming Mail Handler to the Project
- Using the user's mailbox, Send email to create an issue to the project
Expect Result
"Has access on site"-only users are able to create The user is part of the "Anyone, including non-registered and anonymous users" which has permission to create user.
Actual Result
Issue isn't created
Workaround
Delete the user from the User Management
