Currently if a user is deleted or deactivated with issues, they are unable to send in a request to an open email handler with a default reported when reactivated.  This is due to licensing and the deactivated user still having issues assigned.

Customers would like to be able to reactivate an account with no application access and have them be able to create issues without having a license to a mail handler with a default reporter.
