Summary

In the Old Issue View, while editing the Description field, there was a scroll, so it wouldn't scroll down all issue. It should be good if it worked the same way in the New Issue View.

Expected Results

Have the scroll inside the Description field, while editing the field.

Actual Results

There isn't a scroll on it.
