Add option to manage the users that will access apps

Problem Definition

When an App is added to Jira it is assigned to all users in the instance License. There's no option for the admins to manage the users that can/can't use the apps installed on the instance.

Suggested Solution

Add an option for the admins to manage the users that will access the apps installed on the instance

Why this is important

While the app installed follows the license of the instance (number of active license users), it's possible that not all those users will use the app. Therefore, the admins will pay for a license of an app for a tier of users that might be not used by all of them.
