At the moment, we can't set an ETA for this feature to be released, since there's a number of factors that determine how our product team prioritizes new features.

Problem Definition
When a user tries to add a new transition to an active workflow, the message below is displayed:
You cannot perform this operation on a draft workflow
The user cannot figure out what to do to add a transition with this message.
Suggested Solution
Clarify the user have to
- copy the current workflow
- add a transition to the copied workflow
- replace the current workflow with the copied one in workflow scheme
Or, add a link to Cannot Add Transitions or Delete Steps in Draft Workflows.
Note
Strictly saying, the message "You cannot perform this operation on a draft workflow" seems incorrect.
The reason why a user cannot add a transition is that the workflow is active but not because it is in a draft.
Workaround
As described in Cannot Add Transitions or Delete Steps in Draft Workflows, there are two different options:
Publish the workflow after all steps are populated with transitions.
OR
Edit the workflow in a disabled state (either copy it or disable the workflow scheme).
