Summary

Users mentioned by their account id instead of user name will not receive email notifications.

Steps to Reproduce

1. @mention someone in an issue comment.
2. Check if the mention had the format accountid:xxxxxxxxxx

Expected Results

The mentioned user receives the mention notification.

Actual Results

No notification is fired.

Notes

• Currently, only Jira mobile uses the accountid:xxxxx mention format.
• It is only possible to see the @mention format by editing the ticket on the old issue view.
