Issue Summary

Development panel is missing on the new issue view if the issue belongs to a Business project.

Environment

Jira Cloud + New issue view

Steps to Reproduce

1. Integrate Jira with a Bitbucket account
2. Create an issue on a Business project
3. Create a commit on Bitbucket and mention the key of the issue created on step 2

Expected Results

Development panel should list the related commits/pull requests/branches.

Actual Results

Development panel is missing on the issues.

Disable the new issue view on Profile settings
