Ability to control sub-tasks view option in new issue view

      Currently, the new issue view does not have the "Show All", "Show Open" option for Sub-tasks

      Add the ability to control sub-tasks view option

      Why this is important

      Some issues have a lot of sub-task (open and done), it would be nice to have the option to choose what to display
       

      Workaround 

      Switch to old issue view: : https://<Cloud URL>/browse/<issue key>?oldIssueView=true
