Summary

If the value of an issue's workflow state does not exist in the active workflow in use no transition buttons will be present on the issue view

Steps to Reproduce

Currently, we haven't determined a reliable reproduction method but we suspect the following can cause this:

1. Mis-configured CSV imports
2. Mis-configured email creation handlers
3. Workflow migrations

Expected Results

Either this never occurs or JIRA is able to handle this condition gracefully such as an option to move the issue into a valid state

Actual Results

Workflow transitions are missing when viewing the issue

Notes

This is not a new problem and has existed in JIRA for a very long time

Workaround

Move the issue to another issue type then move it back to force JIRA to trigger a workflow remap. If this doesn't work, contact Atlassian Support
