Summary

Currently, when using the new issue view and searching for a label that has special characters, the autocomplete does not find the label the same as it worked on the old view, it only shows to create a new label.

Steps to Replicate

1. Create a label starting with a special character. '+Helpdesk' for example.
2. Try searching for the '+Helpdesk' label in the old issue view. It will return the label as suggestion.
   
3. Now try searching the same label again in the new JIRA issue view. It will prompt the user to create the label instead.
   

Expected Behavior

Label with special character at the start should be suggested regardless of old or new issue view.

Current Behavior

Only old issue view is returning the label.

Workaround

Change to old JIRA issue view to label the ticket.
