Description

Summary

In "Default Issue Type Scheme", some issue types are missing and admin cannot add/remove the issue types

Steps to Reproduce

Go to Jira Settings > Issues > Issue type schemes
Edit Default Issue Type Scheme

Expected Results

It should show all issue types in the scheme
Unable to add/remove the issue types because they should all be there

Actual Results

Only "Epic" is in the list
