In the old issue view, users could click on Edit and then edit multiple fields; only one notification would be sent. Currently, in the New Issue View, since there's no "Edit" screen, users need to individually edit each field and a notification is sent to every one of them.
Send only one notification that the issue has been edited; don't send emails for each edit when multiple fields were edit in a brief period of time.
That way, users won't receive several email when multiple fields should be edited.
Disable the New Issue View.
