Add the ability to manage the "atlassian-addons-project-access" role

      This is important if the add-on has permission to edit or create, as you would not want the add-on to create a project that it shouldn't have access to.

      The previous way of setting permissions (Users and Roles) would allow JIRA to control this. But with "People," this is now not possible from the JIRA side.
