Problem Definition
When viewing an issue in Jira, it is quite difficult to distinguish if a user currently have access to the issue. This is especially the case if Permissions have been changed in the past, and the user no longer has access to the issue.
Suggested Solution
Provide some kind of label or "padlock" icon to show that the specific user currently does not have access to the specific issue. This can be shown when the user is a Reporter, Watcher, Assignee, or even when the user is mentioned.
Why this is important
Sometimes, Jira administrators and users will expect that the user will be getting notifications for some events in the Jira Issue. However, if the user currently does not have the permission to browse the issue, the user will not receive these notifications. It will be very helpful if we can have a label or indicator to distinguish these users.

This also helps to reduce the impact of other bugs, for example, the possibility of adding a user who does not have access to the issue as the Reporter. (JRACLOUD-63213)
