Text format notifications for creating issue do not include the full description, only the word 'true'.

Summary

User that have text as their default outgoing email format are receiving the word "true" in the description of the issue via email.

Steps to Reproduce

1. Set a user's profile preference to "text" for notifications
2. Create an issue that fires a notification to a user
