Blank page is shown when accessing Screens in Jira administration when deleted screen is associated with a workflow

Summary

When accessing Screens page in Jira administration, it is shown blank.

 Error could be seen:

Caused by: java.lang.IllegalArgumentException: Cannot find Screen with id 'xxxxx'.

This is happening because one of the deleted screens is still associated to a published workflow.

Steps to Reproduce

1. Associate existing screen to a draft workflow (any transition).
2. Remove the screen (Jira will allow you to remove the screen only if related workflow is draft)
3. Publish workflow

Expected Results

Jira shouldn't allow to remove screen that is associated to a draft workflow

Actual Results

Screen is removed even if it is still associated to a workflow 

Workaround  

1. Open affected workflow, 'Screen' section of related transition will show "null".
2. Change "null" to any other existing screen.
