Jira import not creating all user accounts

      Summary

      After a Jira import from Cloud or Server, not all user accounts are created and require to manually create them after import.

      Steps to Reproduce

      1. Perform a Jira import from Server or Cloud.

      Expected Results

      All user accounts are properly created after import.

      Actual Results

      Some user accounts are missing after import randomly. No error thrown.

      Workaround

      Recreate the missing users after import.
