Summary

After migrating from Server to Cloud or from Cloud to Cloud, data was imported but all the imported users were set as inactive. In addition, some of the users don't exist at all and are missing in the User Management. They still appear in JIRA tho.

Steps to Reproduce

1. Perform a JIRA import from Server to Cloud or from Cloud to Cloud

Expected Results

Users and data are imported successfully.

Actual Results

Import appears to be successful but in reality, all users set as inactive and some of them are missing.

Workaround

To add the users manually with the same username after the import
