Add skip remind me later options for onboarding in Jira new UI

      In the new Jira UI, there's no alternative to canceling the navigation helper. Also, once you've seen it, there's no option to view it again in case of doubts about the new navigation menus.

      Would be useful if it has the option to cancel and to view again.
