Jira notifications from comments are not showing on Slack

The recent roll-out of the Removal of Comments from issue WebHooks may have caused this issue to be back.

According to SLAC-354, the slack integration is supposed to be ready to switch to the new WebHooks but we are receiving reports from the customers stating otherwise.

We are currently investigating this issue and, in the meanwhile we have reverted this change.

The initial case was an issue with system addons update task at some Jira instances. Addon itself working stable and handling hooks properly, but since it was not updated at some instances such instances was not able to send new comment_created\comment_updated webhooks. This issue was resolved for most of the customers by restoring addon update tasks. We still have a few special cases that we will fix manually.
