Separation of Duties condition does not work for users whose username have uppercases

Steps to Reproduce

1. Create a user whose username have uppercased characters on it.
2. Put a Separation of duties post function as a condition in a workflow transition.
3. Meet the required condition
4. Try to perform the transition bearing the condition.

Expected Results

The user should not be able to transition the issue.

Actual Results

He can transition just fine.

Workaround

None at the moment
