Summary
When specifying workflow transition properties, none of the property key and value combinations seem to work. The same property key values and combinations seem to work when applied to a status, but not on the transition.
Examples:
In this example, we would like to restrict the permissions so only members of the "administrators" group are able to be assigned to an issue. In this case, the "administrators" group only contains 1 member.

Steps to Reproduce
- Edit a workflow
- Select a transition > properties
- Add a property key(e.g. 'jira.permission.assignable.group'; key='administrators')
- Test for the desired behavior
Expected Results
- In this example, we expect that only "administrators" group members are able to be assigned to the issue and commenting should be disabled.
Actual Results
- In this example, when the property keys and values are added to the transition, then nothing happens - no changes. The user is able to assign any Jira account to the issue from the transition screen.
Notes
- Initial tests have shown that other property keys are affected.
Workaround
- In some cases, applying the desired property keys and values on statues may be a viable workaround.
