Summary

User wants the ability to turn off the local help suggestion button positioned throughout the instance, the function of this Get local help.... is to connect to the Atlassian Help Center and provide user guides or knowledge base if necessary. The user wants more control over the look and feel of the instance and if not necessary to the users within the instance, user wants the option to remove it. 

Expected Results

To be able turn on/off the get local help functionality buttons that are positioned in the user interface.

Actual Results

The user has no option but to allow the local help buttons to be activated in the user interface of the instance.
