Create REST API call to deactivate users

Problem

According to the JIRA documentation of REST API, we have an experimental call to delete users:
https://docs.atlassian.com/jira/REST/cloud/#api/2/user-removeUser

Although, we don't have any calls to deactivate the user, which is necessary and a different action.

Suggestion

Create a REST API call which deactivates users

Workaround

Deactivate directly from the UI on Confluence.
