Add possibility to disable/enable the JIRA Labs features for all users on the instance and not per user profile

Problem Definition

Currently, the Labs features are enabled for all users and can be disabled in the User Profile page.

Labs features let us experiment with new ideas and get real-world feedback to improve on them. They are works in progress, so they can change or break, or may not end up released at all.
