The workflow created using the Simple Issue Tracking template has the wrong Condition for transitioning to DONE:

• Only users with Assignable User permission can execute this transition.

When in fact, according to common sense, it should be:

• Only users with Resolve Issue permission can execute this transition.

To reproduce:
Create a new Project using the Simple Issue Tracking Workflow and look at the Done transitions (21) and (41)

• This Condition is later deleted along with the 'Set Resolution' post-condition and is addressed on issue JRA-36324
