Steps to reproduce:

• Click on Create Issue
• Add values to the following fields: Project, Issue Type, Summary, Priority, Component, Affects Version (type in a version that does not exist), Assignee, Reporter, Environment, Description
  

• Click on the Create button

• Actual behavior: result page in div slides a bit but does not scroll up to where the error is.

• Expected behavior: the form should scroll up to the error message
