When importing a Jira Cloud backup to Cloud the attachments are not imported

      Steps to Replicate

      1. in OnDemand make a JIRA Cloud backup, with attachments
      2. import the backup to an OnDemand instance.

      Expected Behavior

      The attachments in the backup should be added to the attachments directory on the instance.

      Actual Behavior

      The attachments in the backup are not added to the attachments directory.

      Workaround

      unzip the JIRA Cloud backup and move the attachments to the attachments directory.
