Bulk Change tool reports 1001 issues to be edited when maximum is only 1000

Step to reproduce

1. Create 1000 issues
2. Click on tools > bulk change

Actual Result
Bulk Operation Progress screen shows it is editing 1001 issues. (Though only 1000 issues were edited).

Expected Result
Bulk Operation Progress should be displaying 1000 issues to be edited
