Can not scroll on dialogue boxes

Summary

When you have a browser window being smaller than the dialogue box, then you can not scroll down.

Steps to Reproduce

1. Link an issue to the current issue
2. make vertical size of browser window smaller than the dialogue box
3. try to navigate to the buttons at the bottom of the dialogue box.

Expected Results

If the dialogue box exceeds the size of the screen, then scrolling should allow users seeing whe whole box

Actual Results

The bottom of the dialogue boxes is hidden

Workarounds

Set a lower zoom on the browser
