Permalinks to JIRA Comments Do Not Jump to Comment in JIRA Cloud

Summary

Clicking the Comment Link button or navigating to a JIRA Comment Permalink in Chrome does not Jump the Browser Window to the Comment

Environment

• JIRA v7.2.0-OD-04
  • Chrome (Version 49.0.2623.87 (64-bit))
  • Safari (version 9.0.3 (11601.4.4))

Steps to Reproduce

1. When viewing a JIRA Issue Comment, click the Comment Link Icon
   or
2. Click a URL to a Permalinked JIRA Issue Comment
   or
3. Right Click > Copy & Paste JIRA Comment Permalink into the Address bar

Expected Results

Page loads issue and jumps to the Permalinked comment

Actual Results

Page refreshes to the top of the JIRA Issue. If you scroll down into the comments, the linked comment is highlighted
If the comment is contained within the Collapsed Comments section, the page does not load to the comment.

Firefox (version 44.0.2 and 45.0.1) appears to work
