Tool tip of date is displaying unreadable symbol when using Russian Language

      Problem

      The date tooltip will display unreadable symbols when using Russian language.

      Environment

      JIRA v1000.656.2

      Steps to reproduce

      1. Update the User Preferences language to Russian in the user profile
      2. Search for any issue in the instance
      3. Hover mouse to the date field (e.g Created date) and the tool tip will pop up with unreadable symbols

      Actual behaviour

      Expected behaviour

      It should display information exactly like the date field: 19/сен/16 5:46 PM
