Field warnings for issue creation form do not show when user is not logged in

      Summary

      When creating issues without a logged in user (for projects open to anyone), the field warnings (which show when you don't fill a field) do not show up. Only red asterisks

      Environment

      • Checked on cloud instances

      Steps to Reproduce

      1. Create a project with 'Create Permissions' granted to 'Anyone'
      2. Access JIRA without a logged in user
      3. Try to create an Issue, but leave required fields empty

      Expected Results

      Show all the warnings

      Actual Results

      No warning is shown (print attached)
