No Error Message of Empty Required Field/s when creating Anonymous Issues

      If a user logs in and creates an issue without filling in a required field, an error message is presented like this:

      If anonymous issues are allowed according to Allowing users to create issues anonymously, no such error message is presented if a required field is left empty by an anonymous user:

      Without awareness, users may not know why they cannot create issues.
