Cannot Edit or create Issue Collector when Allow unassigned issues is set to OFF

Summary

When Allow unassigned issues in jira general configuration is set to OFF and you have an existing Issue collector the issue collector cannot be modified unless Allow unassigned issues is set to ON, even if the settings are assigning the issue on create.

The page will continually refresh an no settings are applied

The same applies to creating a new Issue collector as well

Environment

• JIRA v7.2.0-OD-05-030
• Issue collector Version: 2.0.13

Steps to Reproduce

1. Under system >> general Configuration set Allow unassigned issues: ON
2. Create an issue collector for a project
3. Under system >> general Configuration set Allow unassigned issues: OFF
4. Edit the issue collector you made in Step 2 OR try to create an issue collector
5. Select Save or Update

Expected Results

Issue collector can be edited or Created, redirecting to the issue collector page

Actual Results

Page refreshes and changes are not applied

Workaround

Set Allow unassigned issues: ON You will be able to edit the issue collector. You can set the Allow unassigned issues: back to OFF once complete making the changes to the issue collector.
