Add the possibility to handle emails bigger than 10MB in JIRA Cloud

      As mentioned in JRA-33778, before it was possible to process emails having attachments bigger than 10MB by configuring their own incoming mail server.

      This has now been removed as a result of JRA-59376.

      It would be nice to have the possibility to set the max incoming email size when configuring an external incoming mail server.
