Add the ability to add/update worklogs via REST without sending notifications

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      JIRA API allows to edit any issue without notifications, but it will be great, if worklogs can be added w/o notifications too.
