user_updated webhook should get triggered when user's groups get changed

      We are writing a connect add-on and for efficiency reasons we are cacheing users. When a user gets updated we remove them from the cache and it is refetched. This works well except that the updated webhook doesn't get sent when a user's groups get changed. We are forced to hit the server every time to ensure that groups are up to date.
