@ mention notifications should trigger whether I am watching issue or not.

      When I am a watcher on an issue and someone @ mentions me in a comment, I only see the notification that someone commented on an issue I am watching. I don't get the "someone mentioned you..." notification. If I remove my watch on the issue, and someone @ mentions me in a comment, then I get the "someone mentioned you..." notification.

      I would like @ mention notifications to take precedence over comment notifications for watchers and for creators.

      This would allow me email to filter more effectively as I handle @ mentions differently than I handle general comments on issues regardless of whether I am watching the issue or not.
