Allow Issue commented Event to be triggered when adding attachment and comment via Email instead of only issue updated event triggered.

Suggested Solution

Currently In JIRA when an user add attachment via comment box in JIRA instance together with comment, at user end user receive notification for issue updated and issue commented notification as both of this event is triggered.

When an user reply JIRA email and add an attachment and comment in the mail. Attachment and comment is added to an issue but this time only event issue updated is triggered and issue comment is not triggered. As mentioned by developer note in this bug ticket JRA-41226 it is an expected behaviour.

Kindly add feature in JIRA that allows issue commented and issue updated event to be triggered when an user reply JIRA email and add an attachment and comment in the mail.
