JIRA creates a deleted resolution whenever a new Software Project is created

      Summary

      If it doesn't already exist, a Won't Do resolution will be created whenever a Software Project is created. Some customers do not want this resolution and deletes it. The problem is it keeps on getting re-created whenever a new Software Project is created

      JRA-41154 has been raised, but that ticket is for documentation to be updated about it. This ticket is to remove this functionality
