Implement a "user in group" validator for the create issue transition

      It would be great to have an "user in group" validator for the create issue transition in JIRA. That would help our team to limit the creation of certain issues based on issue-type without using a 3rd party addon like Script Runner to do so.

      The Permission Validator may be an alternative for some use cases:
