Allow all Projects in JIRA 7 to use Default Permission Scheme

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Problem Definition
      Currently JIRA 7 will be using

      1. Default Software Permission Scheme for Software project.
      2. Default Permission Scheme for Business project.
        Even after all the software projects are associated to Default Permission Scheme and Default Software Permission Scheme is deleted, when user try to create a new Software project, it will recreate new Default Software Permission Scheme and use it.

      Suggested Solution
      Allow user to delete Default Software Permission Scheme permanently so when user create a new software project it will be using Default Permission Scheme.

      Workaround
      User will have to manually switch to Default Permission Scheme after the project creation.
