As a user, when creating or editing issues, I want an option on whether or not to send a notification email for the action

      Problem Definition

      Every time when creating or editing an issue, a notification email will be sent out to the relevant configured individuals. This could at times, when performing high number of issue creations or issue editions, flood the relevant users email.

      Suggested Solution

      Have a checkbox in the Create and Edit screen, which would allows users the option of if they want to send the email notification or not.
